Member In Transition (MIT) Resources

The OMAA By-Law (2024) defines a Member in Transition (MIT) as:
“an Active Member who ceases to be employed in a CAO capacity for an Ontario municipality but intends to be reappointed as a CAO for an Ontario municipality.”

MIT status is granted for one-year post-termination, after which financial assistance eligibility expires.
Dues waivers are available for up to one fiscal year, provided the member’s departure was not due to an ethics violation.
MIT members accepting interim roles who stop pursuing other local government opportunities become ineligible for MIT benefits. Members employed outside municipal government or self-employed are ineligible for in-transition services.
While the definition above specifically refers to members who have been employed in a CAO capacity, much of the advice included in this guide is also appropriate for Aspiring CAOs who are in transition. OMAA is committed to supporting Aspiring Members who are in transition.
* Note: The term CAO is used here for simplicity, but it refers to the most senior staff person in a municipality which can include CAO, City Manager, or Clerk-Administrator.
